For things like CRs and most other things (as far as I know), you don't have to format with tags. If you do a preview of a CR, just copy and paste the image of the preview and it will show here in the color/format you desire.
To start a new "thread" or section, there is a New Post tag in the top right corner of the window (using Firefox anyway).
To add something to a current topic, just click the hyperlink that says xxx comments, where xxx can be ZERO to infinite.
Right now, the number of users shouldn't be limited and you don't have to register for an account. This part may change, but anyone from uni 13 will be allowed to join/post if they want to.
